The inauguration and turn-over of the P7.7M 2-storey 6-classroom school building of Naval National High School (NNHS) at Brgy. Larrazabal, Naval, Biliran was led by Biliran Lone District Representative Rogelio J. Espina, DepEd District Superintendent Carmela Tamayo, and District Engineer David P. Adongay Jr.

From NNHS, Engr. Adongay, together with Biliran Lone District Representative and DepEd representatives went to inaugurate another 2-storey 6-classroom school building of Naval School of Fisheries (NSF) at Brgy. Caray-caray, Naval, Biliran worth P7.9M. Engr. Adongay expressed his thanks to all those who were present for their support in the realization of the projects including the DepEd.

Engr. Adongay in his short message highlights that the adequacy and inadequacy of school building affects the education of the student.

“The level of education of any particular area is raised when the appropriate infra projects necessary for development are present and existing”, emphasized Engr. Adongay.
He explained that schools and classrooms are an indispensable and important as roads and bridges leading them.

“Complemented by other equally tangible development focus projects and support mechanisms that create opportunities to the marginalized populace, they become determinants of economic growth that ultimately motivate children and parents to the quest for knowledge and education,” said Engr. Adongay.

He further added that poor building condition can lower morale and motivation causing students either underperform or leave for a better school. Thus, he thanked Biliran Lone District Representative for prioritizing the school building projects in the Province of Biliran. He also asked the schools officials to continue the upkeep and maintenance of these completed facilities.

The said projects which supposedly be finished by opening of classes on June 2016 were delayed due to the failure of sub-soil exploration test which according to Engr. Adongay is a requirement to implement a 2-storey school building project.
