Biliran governor lays down plans in first day of office

Newly-elected Biliran Governor Rogelio J. Espina announced on Monday, July 1 his plans before the elected and appointive provincial officials, employees and heads of the national government agencies who attended the inaugural flag ceremony at the Capitol grounds.

NAVAL, Biliran — Newly-elected Biliran Governor Rogelio J. Espina announced on Monday, July 1 his plans before the elected and appointive provincial officials, employees and heads of the national government agencies who attended the inaugural flag ceremony at the Capitol grounds.

In his inaugural message, Governor Espina expressed his joy while at the same time expects of being one again with the people he worked with after serving as the provincial governor from 2001 to 2010.

Espina said he will continue the regular meeting with the department heads, the regular interaction with personnel during Family Day, and other activities for personnel enhancement.

He also mentioned, as part of his plans, the continuation of the many “firsts” programs before in various sectors such as in agriculture, health, fisheries, education, infrastructure, and many others, which brought significant changes and development in the lives of the Biliranons.

“We will pursue the same programs, or hihigitan pa natin, and I am sure we are in the best position to do that,” he said.

Espina also emphasized that his administration will be busy for the first 100 days, however, he will not call it as his first 100 days since governance is not a singular task of a governor, of a department, or a personnel but a shared responsibility.

Espina added that he will be regularly coordinating with the provincial department heads, through his chief-of-staff, to line-up priority programs, projects and activities that his administration will pursue in the next three years aside from the implementation of the regular and long-term programs.

“It would be most appreciated if all the national government agencies will present their current activities for Biliran and any programs or projects in the pipeline for a holistic approach towards local development,” he said.

Meanwhile, Espina is proud of the legacy that his younger brother, former governor Gerryboy Espina, has left with a good fiscal management and no adverse audit findings from the Commission on Audit.

He cited the achievement of the province during the previous administration as the only province in Region 8 to be awarded the Seal of Good Local Governance twice in a row.
