TACLOBAN CITY – Two village officials in Samar and Biliran who were in the narco list of the Philippine Drug Enforcement Agency (PDEA) won their reelection bids during the May 14 barangay and Sangguniang Kabataan elections.
Pomar Jabolin was reelected councilor of Barangay Dos, San Jose de Buan town, Samar while Ricky Ansale received a fresh mandate as councilor of Barangay Matango, Almeria town in Biliran.
Jabolin ranked fifth of 11 candidates for council seats while Ansale finished third of 14 candidates.
Another official from Eastern Visayas who was in the narco list was defeated.
Julie Rebato was not reelected as barangay councilor of Dos, San Jose de Buan, said PO2 Andrew Mark Mario of the San Jose de Buan police station.
The PDEA earlier released the names of 90 barangay captains and 117 barangay councilors who were in a “narco list,” either as protectors or users.
The police in Eastern Visayas had earlier cleared Jabolin, Ansale and Rebato, saying they used to be drug users who changed their ways after surrendering during Oplan Tokhang, the police campaign that asked drug personalities to surrender.

NAVAL, Biliran – One person died on the spot after figuring in an accident at Sitio Bigaa, Brgy. Caraycaray, Naval, Biliran at around 7.45 p.m. today.
The victim was identified as Juanito “Johnny” Pabilgas, a 45- year-old carpenter residing at Sitio Bigaa, Brgy. San Pablo, Naval. He left behind a wife and two children.
Thet probers said that Johnny was pushing his pedicab when the motorist allegedly bumped him without lighting and beyond the normal speed limit.
Both the rider and the victim were rushed to Biliran Prov’l Hospital.

NAVAL, Biliran – A motorboat capsized near the shore of Naval around 4 o’clock in the afternoon, with no casualty reported.
With the quick response of the Philippine Coast Guard (PCG), three passengers were rescued safely. The two passengers were identified as Rein Bautista, 26, and Reynaldo Ramonela, 69, both from Brgy. Caneja, Calubian, Leyte and Jaime Garin (Bangkero).
The owner of the boat is Maria Fe Paca of Brgy. Caneja, Calubian Leyte.
According to Atty. Raymundo Espina, Mayor Gerard Roger Espina instructed them to give financial assistance to the victims. They are undergoing stress-debriefing with the NAVRU. Meanwhile, local officials are commending the quick response of PCG and NAVRU towards the incident
NAVAL, Biliran, June 6 (DPWH-BDEO) –The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) received P64.9M to repair/restore damaged national roads and bridges in the province caused by typhoon Urduja.
David P. Adongay Jr., District Engineer said that the budget will be charged against the Disaster –Related and Emergency Rehabilitation Fund including National Bridges under the year 2018 General Appropriation Act (GAA), Republic Act (R.A) 10964.
“P49.1M is allocated for the repair/ restoration of 12 Bridge abutments and P15.8M for the repair/ restoration of six slope protections along the national road,” said Adongay.
Biliran is one of the severely hit areas in Eastern Visayas Region during the onslaught of tropical storm Urduja on December 15-16, 2017 due to landslides and floods.
According to Adongay, preparation of Program of Works (POW) and Plans for the repair of said typhoon-damaged infrastructures is now on-going.
Slope Protection Structure subject for repair/ restoration are located at Sitio Cabradilla, Brgy. Bato, Biliran, Biliran along Biliran Circumferential Road (BCR); Slope protection along BCR, Brgy. Bato, Biliran, Biliran; Slope Protection along Naval-Caibiran Cross Country Road (NCCR) Cabadiangan Detour, Naval, Biliran; Slope Protection along NCCR, Macalpe, Brgy. Cabibihan, Caibiran, Biliran; and two Slope protections along BCR, Mokalbukal, Catmon, Naval, Biliran.
Santol Bridge along Biliran—Naval Road Section, Brgy. San Isidro, Biliran, Biliran has undergone repair through removal of damaged existing pavement and backfilling utilizing maintenance crew and maintenance equipment under the supervision of Engr. Glenda G. Dagalea, Acting Chief of the Maintenance Section. The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) is now preparing for the Program of Works (POW) for the restoration not only of the Santol Bridge Abutment but also of other bridges with damaged approaches and slope protection.
Subject for the repair/ restoration of bridge abutments are the Santol Bridge, Moog Bridge, and Busali Bridge at Biliran, Biliran; Mapuyo Bridge, Madao Bridge, Ungali Bridge and Tucdao Bridge at Kawayan, Biliran; Mapula Bridge and Mainit Bridge at Caibiran, Biliran, Talibong Bridge and Balaquid Bridge at Cabucgayan, Biliran and Bagongbong Bridge at Almeria, Biliran.
Adongay revealed that construction for the new CarayCaray Bridge and Catmon Bridge at Naval, Biliran will be included in the district’s 2019 project implementation.
It can be recalled that said bridges were badly damaged during the onslaught of typhoon Urduja. These are among the major bridges that connects the province to mainland Leyte.
The Province of Biliran is one of the country’s smallest provinces with a land area of 536 square kilometers and a population of 171,612 as of 2015. Formerly a sub-province of Leyte, it became an independent province in 1992.

NAVAL, Biliran, June 7 – A motor banca that was half submerged off the coast of Naval town was rescued by personnel of Philippine Coast Guard and Naval Rescue Unit (NAVRU) on Wednesday afternoon of June 6.
Based on the after rescue operation report of PCG-Naval sub-station, Marlon Arqiuza, a pesonnel of PCG- Naval sub-station saw the half submerged motor banca floating 30 meters away from the shoreline of Barangay Smo. Rosario in Naval, Biliran while he was conducting routine inspection at Naval port.

PCG-Naval sub-station immediately coordinated with the NAVRU and proceeded to the location of the half submerged motor banca to conduct the rescue operation.
Rescued where two the two passengers on board namely: Rain Bautista, 26 years old and Reynaldo Ramoneda, 69 years old, residents of Barangay Caneja in Calubian, Leyte.
According to William Guinto, boat captain of the half submerged motor banca, they departed Barangay Caneja at around 3pm enroute to Barangay Smo. Rosario and while they were transiting in between Calubian and Naval towns, they were battered by strong winds and big waves.
While they were at about 100 meters from the shoreline of Smo. Rosario, seawater started coming into the banca causing it to submerge. They jumped into the sea and hold the out-trigger and was fortunately brought by the current near the shoreline of Naval.
The reacue team successfully rescued the two pasengers including the boat captain who first opted to remain in his boat and towed the boat near the shoreline where medical assistance were immediately provided by LGU- Naval.
The rescued passengers were brought to their relatives in Smo. Rosario.
Naval Mayor Gerard Roger Espina thru Atty. Raymundo Espia. municipal administrator, gave financial assistance to the victims. Local officials commended he quick response of PCG and NAVRU towards the incident.

The name of the sunk fishing pumpboat that drifted to Sambawan Island is Ma. Daisy. According to the mayordoma of Sambawan, the sunk boat had no passenger in it.
Until now, no info about the fate of its crew.
The boat suffered from yesterday’s large waves due to monsoon winds.

NAVAL, Biliran (DPWH-BDEO) – David P. Adongay Jr., District Engineer of Biliran District Engineering Office is rushing for the completion of on-going 2017 projects.
As of May 31, 2018, the Department of Public Works and Highways (DPWH) – Biliran District Engineering Office has an accomplishment of 74.16% for 57 total projects under year 2017 infrastructure program.
Out of the 57 projects, 52 are completed while five projects with an allocation of P50M and above are still on-going.
Spilled-over projects of 2017 includes widening projects, rehabilitation of access road leading to Naval port, and Rehabilitations of Slope Protection Structures.
Having a negative slippage of 5.73% as of May 31, 2018, Adongay orders project engineers to closely monitor on the projects for fast completion.
“Hindi ibig sabihin na pag’ pinabibilis natin ang trabaho ay dapat macompromise ang quality ng project, dapat nandoon pa rin yung quality,” Adongay said.
Meanwhile, Adongay informs that starting 2019, the department will be implementing a “cash-based appropriation” policy. This means that contractors’ payment can only be done within a 15-month period.
“From the year the project was implemented and completed, contracts delivered at the end of the year can be paid during the 3-month Extended Payment Period (EPP) or from month of January to March only of the following year,” Adongay said. This is in contrast from the present policy of the DPWH which is the “obligation-based appropriations” wherein the inspection, verification, and payment for contractors will run 24 months and beyond.
“This year 2018 is the transition period for contractors to be cognizant of the shift,” he said.
According to Adongay, the shift will ensure that agencies will focus on executing the budget of the current year and not from prior years. This is part of President Rodrigo Dutere’s Build, Build, and Build Program.
NAVAL, Biliran, (DPWH-BDEO) – The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) has completed another Farm-Market Road (FMR) project in Brgy. Caucab, Almeria, Biliran.
The said project has a construction cost of P1M which involves concrete paving of 0.075km under year 2018 implementation.
In 2017, DPWH Biliran DEO has also completed two FMR projects in phase I and Phase II in the said barangay located in Sitio Palayan with a total concrete paving of 0.831km.
According to David P. Adongay Jr., District Engineer, the place is abundant with coconut, abaca and rice (palay), that’s why said project is being prioritized.
“With the completion of FMR project, it will increase the agricultural productivity and income opportunities of farmers in Brgy. Caucab,” said Adongay.
He added that with adequate transportation, the cost of agricultural products will become lower.
“When agricultural products are lower in cost because of transportation, it will also improves the economic situation here in the province,” he said.
The project is expected to benefit more or less 1500 farmers and residence of the place. (cheqs)
NAVAL, Biliran (DPWH-BDEO) – The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) continues progress for its 2018 project implementation.
As of May 31, 2018, the office has a total actual accomplishment of 25.01% with a positive slippage of 0.39%.
P1.6B has been allotted to Biliran DEO for the implementation of 60 infrastructure projects based on the 2018 General Appropriation Act (GAA). Out of the 60 projects, 36 are on-going, six are completed and 18 are up for implementation.
David P. Adongay Jr., District Engineer accounted the delay of projects due to the damages caused by tropical storm Urduja on December, 2017 resulting inaccessibility to project sites.
Under preliminary and detailed engineering activities, Engr. Rosario B. Rosete, Chief of the Planning and Design Section reported that 57 were already completed while only three are on-going with an accomplishment 96.54% as of May 31, 2018.
The purpose of preliminary engineering is to gather the necessary data from the field as basis in the preparation of plans. Activities under this phase includes surveying, designing and programming.
For pre-construction phase, out of the 60 projects, 49 are completed, eight are on-going and three are Not-Yet-Started (NYS) with an accomplishment of 77.98% as of May 31, 2018.

NAVAL, Biliran – Elements of Naval police station arrested early morning on Monday, June 25, an alleged shabu pusher in a village within the poblacion, this town.
Arrested in Sitio Butay in Barangay P.I. Garcia at around 5:00am was one Rolan P. Recuerdo.
2 pieces of sachets of suspected shabu were seized from the suspect.
Also recovered from the possession of Recuerdo was the P500 buy-bust money.

NAVAL, Biliran. A dead baby was found in the shallow waters near the shore of Bernardes Village I, Atipolo, Naval, Biliran around 9.00 am today.
The baby is female, about 8 months old.
According to Jerome Tuan Borrinaga, 12 years old, Grade IV pupil and also resident of Bernades Village I, while swimming he found the dead baby girl submerged in the sea.
TACLOBAN CITY – Biliran province is seeking a PHP1-billion fund to finance flood control and river rechannelling projects to ensure that there will be no repeat of similar destructions brought by typhoon “Urduja” late last year.
The cost estimate is based on the assessment of the Department of Public Works and Highways (DPWH) aimed at restoring typhoon damages and improving flood control infrastructures, according to Biliran lone district Rep. Rogelio Espina.
“Without these projects, there’s always a threat of damages to infrastructure and properties in future typhoons and flooding,” Espina told reporters on Monday.
The proposed rechannelling projects will be done in the rivers of Caraycaray, Anas, and Catmon in Naval town; Bagongbong in Almeria; Mapuyo and Tucdao in Kawayan; Amambahag in Culaba; Busali in Biliran; and Mainit in Caibiran. These projects require at least PHP310 million outlay.
Major rechannelling projects include PHP200 million for Kaulangohan, Calambis, and Mapula River in Caibiran and Añog River in Cabucgayan; PHP100 million for Bool River in Culaba town and Ungali, Madao River in Kawayan; and PHP100 million for Esperanza and Ariquin River in Cabucgayan.
The province also needs PHP290 million for the rehabilitation of 10 flood control projects in Naval, Almeria, Kawayan, Caibiran, Cabucgayan, and Biliran towns. The structures are expected to protect the foundation of bridges and the Biliran Circumferential Road.
Espina is pushing for the inclusion of PHP290 million flood control project budget in the regular funds of DPWH next year. The PHP710 million rechannelling activities is up for funding by the National Disaster and Risk Reduction Management Council.
The Biliran provincial disaster risk reduction and management council reported that landslides and flooding brought by tropical storm “Urduja” has killed 47 people when it made landfall in mid-December last year.
The weather disturbance has displaced 22,535 families or 90,000 persons in Biliran province alone.

NAVAL, Biliran, July 9 (PIA) – – With the aim of ensuring that all school children are provided with basic primary health care services this school year (SY) 2018-2019 through the convergence of all the DepEd health programs, the school heads in the Department of Education (DepEd)-Division of Biliran attended the orientation workshop on OplanKalusugan (OK)saDepEd held in July 5.
OK saDepEd is a new health flagship program of DepEd which will be fully implemented starting the month of July of SY 2018-2019 in collaboration with the Department of Health (DOH), local government units, and various stakeholders.
The OK saDepEd was launched by DepEd Secretary Ma. Leonor M. Briones during the 2017 National Conference of DepEd Health Workers in Pampanga on December 2, 2017.
“OK saDepEd is a convergence of all health programs, plans, policies, programs, and activities,” Lucille Curso Roa, chief of the Schools Governance Operations Division (SGOD) of DepEd-Biliran, said in her message during the orientation workshop.
Roa further said that DepEd health programs on School-Based Feeding Program, Drug Education Campaign, Adolescent Reproductive Health Education Program, Water, Sanitation, and Hygiene Program, and medical, dental, and nursing services will be converged into the OK saDepEd program.
Other school health advocacy and support programs like the GulayansaPaaralan, Healthy School Environment, School-Based Immunization Program, Helminth Control, and other health program services will form part of the OK saDepEd program, the SGOD of DepEd-Division of Biliran added.
She envisioned the schools in the Division of Biliran getting high mean performance score (MPS) and school children getting quality education with the implementation of the OK saDepEd Program.

NAVAL, Biliran (PIA) — The start of the roll out of the information campaign of both the Social Security System (SSS) and the Department of Energy (DOE) in the island province of Biliran was held last month of June inside the gymnasium of this town.
The information campaign of the two government entities in Biliran province is part of the nationwide campaign which started in some areas of the country as early as the second quarter of this year with the Philippine Information Agency (PIA) as partner and taking the lead in the dissemination campaign right at the heart of the community.
The massive information dissemination campaign of the SSS and DOE from Aparri in Luzon down to Jolo in Mindanao through the various media platforms and in different fora have crisscrossed all the target sectors, from various energy and social security players and stakeholders in every nook and corner of the Philippine archipelago.
Raising the level of awareness
Perhaps some people in the community do not know how much benefit one will get with his contribution in SSS or how much electricity will be saved by cleaning the dirt of propeller of an electric fan before using it.
These are trivial fact and useless information we take for granted, and most of the time we disregard not knowing it until we are caught running after in knowing it because we really needed it.
Just take the case of a husband, a buko vendor who is a SSS member, running scared over the expenses of his pregnant wife. He does not know that his wife is entitled to P41, 600 maternity benefit in every childbirth delivery. The SSS, Kotribusyon, SULIT na SULIT info campaign raises the level of awareness not only of how much monetary benefit will one get but as well on other areas beneficial to both the employer and the workers.
Much more so with the DOE info campaign, the E-Power Mo with the catchphrase “ E-Safety Mo, E-Secure Mo, E-Diskarte Mo” amplifies the simple story to tell people to be safe, save energy, and be wise enough by following simple steps.

In the next few weeks and the remaining months of 2018, the airwaves of radio stations and local television channels in Biliran province and other provinces in Eastern Visayas, and not discounting the advertisement placements in various local newspapers in the region and even on a nationwide scale, will repeatedly and continuously banner the SSS, Kontribusyon, SULIT na SULIT and the DOE E-Power Mo ads campaign.

NAVAL, Biliran (PIA) – – It’s like exploring an old world by bringing along with new method of farming to the only group of indigenous people in the province of Biliran – the Mamanwa.
The Mamanwa first settled in Sitio Palayan in 2004, an upland community found at the foot of Mount Panamao in Barangay Caucab in Almeria town, a place abundant with abaca and palay.
In almost six decades, the Mamanwa never thought that government, with its battle cry of not leaving behind anybody in the mainstream of development, will set foot at their place with the people from the provincial office of the Technical Education and Skills Development Authority (TESDA) in Biliran province, taking the initiative to introduce a life changing skills-organic farming.

“The indigenous people (IP) is a priority sector of TESDA under the leadership of Director-General Guiling Mamondiong,” Elizabeth P. Garcia, provincial director of TESDA-Biliran, said during the launching of the free 8-day training on Produce Organic Vegetables and another 8-day training on Produce Organic Concoction and Extract (Leading to Organic Agriculture Production NCII) at the Palayan Elementary School on June 27.
The 43 members of the Mamanwa will receive P100 each within the duration of the training plus a toolkit each after the completion of the training, Garcia added to ensure sustainability of the free training program.
The 16-day training is facilitated by the Espinazo brothers, Jeffrey, the farm manager and Sandro, instructor of Canaan Hill Farms of Caibiran, Biliran. Canaan Hill Farm is the first accredited farm school of TESDA in Eastern Visayas and the only farm school of TESDA in Biliran province.
Prior to the training on organic farming, TESDA-Cabucgayan National School of Arts and Trades (CNSAT), a TESDA accredited vocational-technical training school in Biliran province, also provided the Mamanwa with a month training on Cook Hot Meals.
IP community empowerment
The TESDA Biliran provincial chief assured the Mamanwa that there will be a portion of lot near their community where they can use for organic farming after the completion of their training on organic farming.
“You will have an organic produce of your own where you can sold to establishments and people who utilized organic farm produce,” Garcia told the Mamanwa who just depend on crude farming as primary means of livelihood.
Likewise, Hazel Torrefiel, administrative officer V of the National Commission on Indigenous People (NCIP)-Visayas Cluster, who was present during the launching of the training program, vowed to bestow to the Mamanwa community, the community based-forest management (CBFM) with the DENR provincial office so they can have a permanent land of their own to cultivate and develop in their agriculture farming

Good Samaritans are on its way to help the members of the Mamanwa community undergoing the organic farming training as the local government unit of Almeria through Mayor Richard Jaguros and the able representation of Councilor Lloyd Labagala, the Sangguniang Bayan chairman of the committee on agriculture and tourism, provided three sacks of rice and one box sardines to the family of the Mamanwa trainees.
Biliran Governor Gerardo J. Espina Jr., also gave five sacks of rice and one box biscuits and it is expected that Congressman Rogelio J. Espina will send his help to the Mamanwa community undergoing training before the organic farming training will end on July 20.
“Ang gihatag nga training sa TESDA, dako kaayo ug ikatabang sa among komunidad sa Mamanwa” (the training provided by TESDA is a big help in our Mamanwa community), the Cebuano speaking JR Calinawan, a Mamanwa leader, said in an interview during the launching of the training. (AJC/RSV/PIA8-Biliran)

CAIBIRAN, Biliran – The body of a girl reported missing a day ago, was found floating in the shores of Brgy. Uson, Caibiran.
Police along with family members tried to locate her but did not see any sign of her.
The victim was identified as Hermie Anthonette Banquilay Domingo from Victory, Caibiran, Biliran.
The girl, 4, was last seen about 10 a.m. by her mother. She was changing her clothes and went outside their house. Her mother went to look for her after doing laundry. She hasn’t been found until the discovery of her body by a fisherman.
The Domingo’s house is three houses away from the sea wall.
The victim will undergo post-mortem examination to determine the cause of death. – BiliranIsland.com
The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) request an additional P100M worth flood control projects for funding.
According to David P. Adongay Jr., District Engineer, the request is based on the catastrophic results of excessive flood during the occurrence of heavy rains brought about by tropical storm Urduja on December 15-16, 2017 on other rivers of Biliran Province.
“This has caused major damaged to Flood Control structures along our National Roads and Bridges,” said Adongay.
Engr. Rosario B. Rosete, Chief of the Planning and Design Section identified five location in the province for the proposed construction of flood control projects.
The proposed projects are the Construction of Mainit Flood Control along Biliran Circumferential Road (BCR), Villa Vicenta, Caibiran, Biliran with proposed budget amount of P20,000; Construction of Kaulangohan Bridge along BCR (Phase 3), Kaulangohan, Caibiran, Biliran (P20,000); Construction of Cabibihan Flood Control along BCR, Cabibihan, Caibiran, Biliran (P25,000); Construction of Mapula along BCR (Phase 5), Union, Caibiran, Biliran (P15,000); and Construction of Ungali Flood Control along BCR (Phase 2), Ungali, Kawayan, Biliran (P20,000).
“Advance copy of the said request is already forwarded to DPWH,Central Office while the original copy is for submittal to the DPWH Regional Office VIII,” said Rosete.
According to Rosete, the realization of these vital infrastructure projects will definitely be of great help for the protection of the National Roads and Bridges along Biliran Circumferential Road as well as the lives and properties of Biliranons.
