NAVAL, Biliran – The newly completed construction/ extension of flood control structure (Phase III) along Caraycaray River is designed to protect the existing Caraycaray Bridge , the bridge detour and the National Road nearby subjected to heavy floods during rainy days.

Caraycaray Bridge is an essential bridge because it is the only shorter access in going to Mainland Leyte and in going to the only Provincial Hospital from the eastern part of the island.

Under 2018 implementation, the Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) completes Phase III of the flood control structure along Caraycaray River which involves the construction of 240-meter revetment structure with reinforced concrete facing and a reinforced concrete foundation amounting to P19M.

This project was prioritized to continue the construction of flood control structure Phase I and Phase II along Caraycaray River funded under FY 2016 and FY 2017 GAA, respectively.

Meanwhile, the district office is also prioritizing the reconstruction of the washed out flood control structure along Caraycaray River caused by Tropical Storm (TS) Urduja on December 15-16, 2017.

The project involves the construction of 266 meter revetment structure with an amount of P30M to be implemented in 2019. Preliminary and Detailed Engineering Activity for this project is still on-going.

David P. Adongay Jr. said that district’s new design of flood control projects have withstand against major flooding during TS Urduja.

“We have already an additional reinforcing bars on the face of the revetment designed to withstand the impact heavy current of flood water,” Adongay said.

He added that the previous design of flood control is no longer the same as the design of the district office at present, hence assures quality implementation for flood control projects in Biliran.

Is Mulong the new David vs Goliath in Biliran political arena?

Can he throws the killer stone against the political giant reigning the island province for more than three decades?

These are the questions which kept on hunting, and even bothering some political observers after his name surfaces anew in Biliran political landscape.

After several years of service as executives in various capacities in national government offices, he now engages again in a world that made him of what he has achieved at present.

His long years of service with Assemblyman Alberto Veloso, enabled him to carve his own name in the world of politics that eventually put his linkages among the big names of Philippine politics, in former President Gloria Macapagal Arroyo, and the latest, with presidential daughter Sara Duterte, who is believed to be a strong presidential contender come the 2022 presidential
elections.

But who really is Mulong?

Romulo Villegas Bernardes, is a true blooded Navaleno having been born and raised in Naval town. He spent his elementary grades at the Naval Central School. He finished his high school, college, and his post-graduate studies at the Naval Institute of Technology now the Naval State University.

Mulong served as member of the Sangguniang Panlalawigan for the 1st District of Biliran for three consecutive terms in 1995, 1998, and 2001.

After his productive political stint as provincial board member, he decided to tread another endeavor, that of an assistant and later the regional director of the Land Transportation Franchising and Regulatory Board (LTFRB) in Region 7. He was also the Executive Director of the National Maritime Polytechnic before he officially enrolled his name in Biliran political arena on November 23, 2018.

Riding on a political cliche of being a ‘lumad’ is his initial battlecry, which for some political pundits, his edge and an advantage over the Espina political clan, lording over the ‘lumads’ for quite a time.

His entry back in Biliran politics sent his rival, Governor Gerryboy, to attend even the minute of event in the province, just to catch up the innate public relations charm of Mulong.

To ordinary Biliranons, whose only gauge of winnability of a certain candidate, is the stockpile of crispy bills, Mulong is a far cry compared to the financial arsenal of the Espinas.

But nevertheless, some Biliranons, still have that high hopes, Mulong can fire that stone which may lead to the untimely demise of the political giant in Biliran. Who knows?

Moreover, Mulong has inspired politcal unknowns to surface like former Judge Dulcisimo Pitao, Sr., and Dr. Edita Sabonsolin Genson, as mayoral and vice-mayoral candidates of Naval, respectively, facing the ‘poster boy’ of entertainment leadership, Gerard.

Some keen political analysts in the province have it that Mulong is a Roger Espina political ploy to destruct the political career of his younger brother Gerryboy, and same is true with gubernatorial candidate Edwin Masbang, as a Gerryboy Espina candidate, to match the political greed of his older brother. Whatever it takes, it is the same Espina with another name, they opined.

Whatever the speculations put in the air, one thing is certain minus the speculation above, the 2019 elections is an uphill battle for the Espinas, as the political giant in Biliran, is now facing the myriad of Davids, basing on their political opponents present in every towns in Biliran.

What is worst, Mulong could even ignite a political coup de etat for the six mayors, to finally break away, for reason of lack of political control and grip of the Espinas over their political pawns.

Whatever the outcome in the May 13, 2019 mid-term elections, it is not about Mulong and his cabals in the opposition, neither the Espinas and his cohorts, but the welfare of Biliranons is of great stake, who after elections, automatically surrendered and subjugated their fate to the leaders they elected.

Every election must not be likened to a popularity contest, nor a time to make money that lasts only for days in one’s pocket, but should be observed as a sacred undertaking, and a solemn dispensation of our political rights of suffrage.

Mulong and the rest of the Espinas, are the only choices we have, and how evils we perceived them to be, we have in us the stone, either we give it in the hands of David to topple down Goliath, or we remain in a status quo in the hands of the get-all-that-they-can governance.

Well, the choice is yours Biliranons to think about.

Access road leading to Ulan-Ulan Falls in Almeria town on-going

NAVAL, Biliran – Soon, no more long hiking for tourists who wish to visit the beautiful Ulan-ulan waterfalls in Brgy. Sampao of Almeria town.

The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) is currently implementing the P43.163M Construction/ improvement of access road project under the Special Convergence Support Program of DPWH and the Department of Tourism (DOT).

The project involves the concreting of 1.484 km. existing gravel road and rehabilitation of existing concrete pavement in accordance with the latest design standards with complete roadside features and road safety, according to District Engineer David P. Adongay Jr.

Ulan-ulan Falls is one of the most visited waterfalls in the Province of Biliran. Ulan” is the Filipino term for rain and it suits as a name for this falls.

Hiking needed to reach to the said waterfalls takes 30-40 minutes hike from the barangay road. The completion of this project will encourage more local and foreign tourists to visit the said tourist spot.

“From 30-40 minutes hike, tourists will be able to reach the said waterfalls in just 10-15 minutes by means of vehicle ride”, Adongay said.

The said project is a joint contract with R.T. Morabe Construction / CEC Construction Corporation (JV).

Biliran DEO sets to complete the project before the year ends, however due to unworkable ground cause by irregular weather condition, contractor requested for a contract time extension. As of October 31, 2018, the project is on-going with 67%.

Poison kills dogs in Brgy. P.S. Eamiguel, Naval

NAVAL, Biliran – In a shocking act of animal cruelty, dead carcasses of animals were found by residents of P. S. Eamiguel, Naval in the morning of November 26, 2018.

Many believe that the animals’ deaths were due to deliberate poisoning, to control the number of stray dogs.

A similar incident also happened in the town of Almeria last September.

 

The Animal Welfare Act 8485 prohibits the killing of animals in an inhumane manner, perpetrators are subject to imprisonment or penalty if found guilty. – BiliranIsland.com

Driver dies after his motorcycle figured in a head-on collision with another motorcycle in Calumpang, Naval

NAVAL, Biliran – A 50-YEAR-OLD man died after his motorcycle collided with another motorcycle along the highway of Barangay Calumpang, Naval, Biliran last Nov. 25, 2018, 3:20 AM.

Florentino Bacusmo Jr., driver of a Skygo motorcycle (HA63485) and resident of Sitio Mangga, Barangay Calumpang, Naval, sustained severe head injuries and passed away this morning, Nov. 27 at 3:00 AM, at Biliran Provincial Hospital.

Initial investigation conducted by PNP Naval showed that a Honda Wave motorcycle (No plate), driven by Alvin Petilos, 19 years old, male, single, resident of Larrazabal, Naval was travelling along the highway. He was about to turn left going to Barangay Larrazabal, while the Skygo motorcycle was from Sitio Bliss, Calumpang heading to Naval proper, when the collision happened.

Both driver was immediately brought to Biliran Provincial Hospital for medical treatment.

Investigation revealed that the driver of the Skygo motorcycle, who was apparently under the influence of liquor, was driving carelessly in disregard of traffic rules. – BiliranIsland.com

DPWH-Biliran DEO to implement P84M new school buildings under DEPED 2018 fund release

NAVAL, Biliran (BDEO) – The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) will be implementing new batches of school buildings under the 2018 Department of Education (DepEd)- Basic Educational Facilities Fund (BEFF).

David P. Adongay Jr., District Engineer said that Biliran DEO has been allotted a total of P84M for the construction of new school building projects that will benefit 15 schools in Biliran Province.

According to Adongay, these projects is subject for bidding on December 12, 2018.
‘”Once these projects will be bid-out, implementation will be speed up for completion in order to benefit the students and teachers of the schools without compromising the quality of the projects,” said Adongay.

School buildings to be implemented are the construction of P18.2M 2-storey, 8-classroom at Lucsoon National High School and P5.4M 1-storey, 4-classroom at Sabang Elementary School both in Naval town, P2.8M 1-storey, 2-classroom at Iyosan Elmentary School in Almeria town, P2.8M 1-storey, 2-classroom at Bilwang Elementary School and P4M 1-storey, 3-classroom at Villa Cornejo Elementary School both in Kawayan town,P12.3M 2-storey, 6-classroom at Culaba National Vocational School, P3.9M 1-storey, 3-classroom at Culaba Central School, and P2.9M 1-storey, 2-classroom at Calipayan Elementary School in Culaba town.

DPWH-Biliran DEO will also implement the construction of P15M 3-storey, 6-clasroom school building at Cabucgayan National High School and construction of P2.8M 1-storey, 2-classroom school building at Langgao Elementary School both in the town of Cabucgayan.

In Caibiran town, school buildings to rise are the P2.8M 1-storey, 2-classroom at Cabibihan Elementary School, P2.8M 1-storey, 2-classroom at Caibiran Central School and P2.8M 1-storey, 2-classroom at Caibiran Sped Center while in Biliran town, a P2.8M 1-storey, 2-classroom will rise at Burabod Elementary School and a P2.8M 1-storey, 2-classroom at Filemon Nierras Memorial Elementary School.

Meanwhile, the district office is now on-going on the construction of P51.6M 2 storey- 8-classroom at Manlabang National High School and the construction of P25.3M construction of 2 storey- 4-classroom at Naval National High School under Batch 1 of the 2018 DepEd Fund Release.

NAVAL, Biliran (BDEO) – The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) almost completes the installation of rainwater collection system amounting to P3.366M that will benefit 12 schools in the Province of Biliran.

According to David P. Adongay Jr., District Engineer, the district office completes 95% overall accomplishment for the installation of rainwater collection in some schools in the town of Naval, Kawayan, Maripipi, Culaba, Caibiran, and Biliran as of October 31, 2018.

Recipient schools are the Caraycaray Elementary School in Naval town, Tucdao National High School and Tucdao Elementary School, both in Kawayan town, Culaba National High School in Culaba town, JD Garcia Elementary School, Salawad Elementary School and Cabucgayan National High School of Arts and Trade in Cabucgayan town, Biliran National high School in Biliran town and Casibang Elementary School, Binalayan Central School, Maripipi National Vocational School, and Maripipi Central School in Maripipi town.

The completion of the project will provide an independent water supply to the recipient schools where water is scarce.

These rainwater collector system were installed to accumulate rainwater from the roof of school buildings and is used to flush on toilets and in watering plants, rather than let it to run off to nowhere.

Naval priest charged with illicit sexual conduct arrested

NAVAL, Biliran – A priest of the Diocese of Naval was arrested Wednesday for violation of a US law on illicit sexual conduct.

Fr. Kenneth Bernard Pius Hendricks, an American citizen, and a priest of the Diocese of Naval, was arrested by virtue of a warrant of arrest issued on November 11, 2018 by Hon. Stephanie K. Bowman, US Magistrate Judge of the US District Court for the District of Ohio.

Fr. Kenneth was charged for the offense of Engaging in Illicit Sexual Conduct in Foreign Places for violation of 18 U.S.C. & 2423 under United States Law with Case No. 1:18MJ-719.

Police officers from the Biliran Police Provincial Office (BPPO) and Naval Police Station escorted the personnel of the Bureau of Immigration (BI) Fugitive Search Unit headed by Intelligence Officer III Bobby R. Raquepo, and Juan Bortfield, Deputy Attache of the Homeland Security Investigation of the US Embassy.

He was arrested around 11:00 a.m. at the office of the Diocese of Naval, and was brought to the Biliran Provincial Hospital for medical examination.

Fr. Kenneth was brought by the arresting team at around 1:00 p.m. to Tacloban City Airport after the medical examination. – BiliranIsland.com

American priest nabbed for alleged sexual abuse of boys in Biliran

TACLOBAN CITY – An American priest based in Naval town in Biliran province was arrested Wednesday (Dec. 5) for allegedly engaging in sexual activities involving minors.

Members of the local police and personnel of the US Homeland Security arrested Fr. Kenneth Hendricks inside the Cathedral of Our Lady Rosary Parish about 11 a.m., provincial police director Senior Supt. Julius Coyme said in a phone interview.

Hendricks, 71, was said to have sexually abused ‘several’ boys. Many of them served as his sacristan (altar assistants).

“He was inside the church when arrested by the personnel of the US Homeland Security and local police. He did not resist the arrest,” Coyme said.

Personnel of the Bureau of Immigration (BI) were also around during the arrest of Hendricks, said to have been living in Naval for 40 years now.

The priest is facing charges for indecent sexual conduct involving minors, the police provincial director said.

Coyme said that based on their records, the American priest, who lived in Barangay Talustusan, Naval, was facing seven complaints of sexual abuse.

“But of the seven complainants filed, only two proceeded with their complaints,” he said.

One of them was sexually abused by Hendricks when he was just 12 years old.

Coyme said that information he gathered from the US personnel said there could be other victims of sexual abuses committed by Hendricks.

“They came to us last week and informed us that they are still gathering information as there could be more victims,” the police official said.

The priest, who was first brought to the Biliran Provincial Hospital for a medical check-up, was immediately brought by BI and US Homeland Security personnel to Manila after his arrest. – Inquirer.net

College student arrest leads to arrest of dismissed cop in buy bust ops

BILIRAN PROVINCE – Who would have known that the arrest of a college student in a coastal village in Biliran town would led law enforcement agents to the arrest of a dismissed cop, who is believed the supplier of the former, that same day in a village in Cabucgayan.

Warren Ulid, a college student was arrested earlier in Sitio Omas, San Isidro, Biliran while Felix Cabaltiera, a dismissed cop, was arrested in Sitio Ariquin, Balaquid, Cabucgayan, all in Biliran province.

The team seized from Oledan, four pieces of big plastic sachets of white crystals believed to be shabu, a marked P1,000 bill,P1,700 in cash, 1 cellphone and 2 motorcycle.

On the other hand, the team seized from Cabaltiera A marked P1000 bill and 2 heat sealed plastic sachets of white crystal believed to be shabu.

Operatives from the Biliran Police Provincial Drug Enforcement Unit, PDEA 8, and the Naval and Biliran police stations, conducted the buy bust operations. – BiliranIsland.com

BI Arrests American Priest Wanted for Child Molestation

BILIRAN, Philippines—Bureau of Immigration (BI) agents have arrested a 77-year-old American Catholic priest wanted by US authorities for sexually molesting several boys in Biliran.

Immigration Spokesperson Dana Krizia Sandoval said that Fr. Kenneth Bernard Hendricks was arrested Wednesday in the Diocese of Naval town, Biliran Island by operatives from the Bureau’s Fugitive Search Unit (FSU). He was arrested following an investigation conducted by the BI and the Philippine National Police.

Naval is a second-class municipality, and is the capital of the province of Biliran, located in the Eastern Visayan region. It has a population of more than 50,000 people.

“We received information from US authorities regarding the alleged sexual exploitation of multiple minor Filipino boys by Hendricks,” said Sandoval. “Several of his victims have come forward with their statements,” she added.

It was reported that Hendricks allegedly sexually assaulted a number of minor boys living in his residence. According to statements, the priest allegedly warned his victims that they would go to prison if they told anyone about the molestation. Sandoval said the news was both “shocking and appalling,” and prompted immigration authorities to immediately act on the case.

Sandoval revealed that the American priest is the subject of an arrest warrant issued by a court in Ohio, and stated that he will be expelled from the country because he is “a fugitive from justice that poses a risk to public safety and security.” She added that “his presence is a threat to the safety of our children.”

It was learned that prior to his arrest Hendricks had stayed and practiced his vocation in the Philippines for 37 years.

According to BI FSU Chief Bobby Raquepo, Hendricks was indicted before the Ohio court on charges of “engaging in illicit sexual conduct in foreign places.” He said the US court case all stemmed from complaints that were filed against the priest from victims the Philippines.

“There were reports that he conducted at least 50 counts of molestation of young boys,” Raquepo said.

Sandoval condemned Hendricks’ actions. “We will not allow sexual predators to prey on our children,” said Sandoval. “People like him must be kicked out and banned from the Philippines,” she added.

The US embassy is reportedly processing the revocation of Hendrick’s passport to help facilitate his immediate deportation.

MANILA — An elderly American priest has been arrested by United States Homeland Security agents on charges that he sexually assaulted at least seven Filipino altar boys in the rural central Philippines, where he has ministered for decades.

The suspect, Rev. Kenneth Bernard Hendricks, 77, was arrested Wednesday in the town of Naval, an impoverished community in Biliran Province, said Dana Krizia Sandoval, a spokeswoman for the immigration bureau of the Philippines.

“We received information from U.S. authorities regarding the alleged sexual exploitation of multiple minor Filipino boys by Hendricks,” Ms. Sandoval said. “Several of his victims have come forward with their statements.”

Ms. Sandoval said “at least seven children have come forward, but our sources estimate at least 50 cases have been unreported.”

Operatives from the immigration bureau’s Fugitive Search Unit joined with the national police and Homeland Security agents in making the arrest, which shocked residents in the community of 50,000.

“Hendricks allegedly sexually assaulted a number of boys living in his residence,” Ms. Sandoval said, adding that the priest allegedly told the boys that he would be imprisoned if the authorities learned of his behavior.

“It is shocking and appalling,” she added. “I am horrified reading the charges against him. We will not allow sexual predators to prey on our children.”

The priest allegedly ordered the boys to take baths with him and molested them either one on one or with other boys, she said.

The priest was the subject of an arrest warrant issued by a court in Ohio, Ms. Sandoval added.

Mr. Hendricks has been living in the Philippines for 37 years, mostly in the same area, working first as a Franciscan brother before he was ordained into the priesthood, according to people who knew him.

“The allegations came as a surprise,” said Rolando Borrinaga, a local historian, who once worked as an altar boy and knew the priest. “I was saddened because all the time that I have known him he has been a good friend and priest.”

The Catholic Bishops’ Conference of the Philippines said it was aware of the arrest, but it has not issued a statement. But the arrest of Mr. Hendricks could be used by President Rodrigo Duterte as ammunition against the church.

Mr. Duterte, who says he was molested by a priest when he was a child, seized on the arrest Wednesday to resume his frequent attacks on the church. He asserted that such abuses were common in the religion.

“The most hypocritical institution in the entire Philippines is the Catholic Church and the pope knows that,” he told labor officials during a speech at the presidential palace in the capital, Manila, in which he assailed local bishops.

The Philippines is predominantly Catholic and the church retains strong influence in the country. It has led anti-Duterte protests calling for a halt to his war on drugs, which has left thousands dead.

Mr. Duterte’s attacks on the church come as priests in the country have come under at times violent attacks. At least three Catholic priests have been killed by unknown gunmen since early this year after having spoken out against extrajudicial killings carried out in the name of the drug war.

The country’s Commission on Human Rights warned on Thursday that the president’s statements “could embolden the violence against priests and other religious persons.” – New York Times

Naval, Philippines, Dec 5, 2018 / 10:37 am (CNA).- An American priest was arrested in the Philippines Wednesday, amid allegations that he sexually assaulted dozens of boys over a period of decades.

The priest, Fr. Kenneth Hendricks, was arrested Dec. 5 inside the Cathedral of Our Lady of the Rosary in Naval, Biliran, a province in the eastern part of the Phillippines. Hendricks, 78, has been in ministry in the region for nearly 40 years.

Hendricks was arrested by a joint task force of local police and U.S. Homeland Security Agents. According to PLN News, a warrant for Hendricks’ arrest was issued Nov. 11 by the U.S. District Court of Ohio. Hendricks faces federal charges for engaging in illicit sexual conduct in a foreign country, a U.S. crime.

“He did not resist arrest,” provincial police director Julius Coyme told The Straits Times.

Coyme told reporters that at least seven complaints about Hendricks have been filed with police. Subsequent investigations revealed that the priest might have had as many as 50 young male victims, The Straits Times reported. Some of his alleged victims reportedly served as sacristans and altar servers for the priest.

A Diocese of Naval directory lists Hendricks as the “priest-in-charge” at the St. Isidore the Worker Mission Chapel.

Toni Cashnelli, a spokesperson for the Order of Friars Minor’s Province of St. John the Baptist, headquartered in Cincinnati, told CNA that Hendricks was formerly a Franciscan and a member of the province. Cashnelli said that the priest left the order, but she was unable to specify when he did so, whether he was ordained at the time, or indicate the diocese into which he was subsequently incardinated as a priest.

A 2009 report in the Cincinnati Catholic Telegraph identifies Hendricks as a Franciscan from the Archdiocese of Cincinnati.

In a Dec. 6 statement, the Archdiocese of Cincinnati said that Hendricks “is not, nor has ever been, a priest of the Archdiocese of Cincinnati.”

“To the best of our knowledge, he was ordained to the priesthood in the Philippines to serve in a diocese there. He has never had any assignment in the Archdiocese of Cincinnati,” the statement continued.

In a second statement issued Dec. 6, the archdiocese said that Hendricks “is one of around 75 missionaries from Southwest Ohio who receive some financial support from the Mission Office of the Archdiocese. None of these individuals work for, or take direction from, the Archdiocese of Cincinnati.”

Hendricks is alleged to have sexually abused boys as young as 12, and police say that additional allegations continue to be investigated. He is now being held in Manila.

(CNN) — An American Catholic priest has been arrested in the Philippines — and charged in US federal court — on suspicion of sexually abusing boys in the Southeast Asian country where he’s lived for decades, authorities in both nations announced.

The Rev. Kenneth Bernard Pius Hendricks, 77, originally from Cincinnati, was arrested Wednesday in the Philippine city of Naval after several alleged victims came forward to Philippine and US investigators last month, authorities said.

Though court documents filed in late November cite five accusers, a total of 10 accusers have now come forward in the Philippines, alleging Hendricks sexually abused them when they were boys, US Homeland Security Investigations Special Agent Steve Francis said Thursday in Cincinnati.

Because Hendricks also spends parts of the year in the United States, investigators are asking the public in both countries for information about the priest.

“It’s horrifying … abusive conduct,” US attorney Benjamin Glassman said Thursday about the allegations in the Philippines. “It’s grooming children — young children — that are interested in being involved in church activities and taking those kids and sexually abusing them.”

“He befriended them, he would invite them to his residence” before engaging in progressively intimate contact, sometimes including oral and anal sex, Glassman said.

US law criminalizes certain illegal sexual conduct by American citizens abroad. Hendricks is charged in federal court in Cincinnati on a count of engaging in illicit sexual conduct in foreign places, punishable by fines and/or up to 30 years in prison.

Hendricks was being held in a Philippines Bureau of Immigrations holding facility in Manila, the bureau said. His attorney in the Philippines, Mario Opeña, told CNN that the priest maintains the allegations are false.

“As far as Father Hendricks is concerned, the allegations are not true and he will prove his innocence in court,” Opeña said.

How the investigation started

 
 

Hendricks has been a priest in Naval, a city of about 50,000 people in central Philippines, the country’s Bureau of Immigration said.

He was ordained as a priest in the Philippines after arriving in the country in the 1960s, said the Rev. Benjamin Pantas, spokesman for the Diocese of Naval.

The Naval diocese is conducting a parallel, independent investigation, Pantas said.

Of the allegations cited by the five accusers in a probable cause affidavit filed in court, the earliest dates to 2009. The accusers’ ages at the start of the alleged abuse range from 7 to the teens, Glassman said.

The Philippine National Police began investigating around November 6 when two accusers, including a young man, came forward, the affidavit says.

Among the man’s allegations, according to the document:

• Hendricks began sexually abusing him around 2009 when he was a 12-year-old serving as a sacristan in a church in Naval. Hendricks first kissed him on the lips while the boy was cleaning the church.

• Hendricks would beg him to sleep at the priest’s home, and the accuser believed he had no choice. The priest would insist that they bathe together, and the priest would have oral and anal sex with him.

• Hendricks would molest him alone or with several other boys who “resided with Hendricks during that time.”

• Hendricks said they “would both go to jail” if the abuse was reported to authorities.

• The abuse stopped when the accuser was 15, after he contracted a sexually transmitted disease.

Another of the accusers alleged that Hendricks had anal sex at least a dozen times and oral sex more than 30 times, the Cincinnati US attorney’s office said.

It’s not immediately clear when or how the US Homeland Security Investigations agents got involved. But HSI agents interviewed the adult accuser and four other accusers November 26-28, the affidavit says.

‘I … will have to probably really resign, retire now’

HSI received a recorded conversation, purportedly between Hendricks and the adult accuser in November, in which the two apparently discuss the accuser having talked to police, the affidavit says.

In the recording, the priest said he’s “waiting for the fallout,” according to the affidavit.

“There will be a meeting and then it will be decided, you know, what your parents want to do about anything. Do they want to try … to press charges … but that’s between them and the bishop,” Hendricks said, according to the affidavit.

“They will decide, ask you what your decision is, what you’re going to do, whether there will be a case or not or whether, you know, a settlement, I don’t know. But as far as after that, I don’t know what’s going to happen. I really will have to probably really resign, retire now,” the priest said, according to the affidavit.

Eventually, the affidavit says, the accuser asked whether Hendricks admits to having sex with boys.

“It’s already blottered,” Hendricks said, apparently referring to the accuser’s conversation with police. “You put it on a blotter. Will I lie? It was a mistake on my part. Should have known better than trying to just have life,” the priest said, according to the affidavit.

‘Other children may have been impacted’

Glassman, the US attorney, said Hendricks is not accused of abusing anyone in the United States, but investigators will explore the time he has spent in his native country.

Hendricks would spend several months a year in the United States — likely in the Cincinnati area, after flying from the Philippines into Los Angeles, Glassman said.

The federal prosecutor said he didn’t immediately know exactly where or how Hendricks would spend his time in the United States. But the affidavit says bank records indicate Hendricks has a residence in Cincinnati.

“We want to find out: Are there any victims in the United States — in Cincinnati, in Ohio, Los Angeles or wherever?” Glassman said during a news conference Thursday in Cincinnati. “(We want to) hold Father Hendricks accountable for any sexual abuse of children here, just as we want to hold him accountable for any sexual abuse that he’s committed in the Philippines.”

Francis, the HSI agent, said: “We believe there is a high probability that other children may have been impacted by his alleged actions.”

Asked whether the Philippines would want to put Hendricks on trial there instead of extraditing him to the United States, Glassman said: “That is something we are working out with them right now.”

Hendricks was not a priest of the Archdiocese of Cincinnati, archdiocese spokesman Mike Schafer said.

The priest as listed on the archdiocese’s website as being a missionary in the Philippines.

But Schafer, in email to CNN, wrote that Hendricks “is not ‘assigned internationally by the Archdiocese of Cincinnati to mission work.'”

“Hendricks is not, nor never has been, a priest of the Archdiocese of Cincinnati. He was ordained to the priesthood in the Philippines to serve in a diocese there,” Schafer wrote.

Toni Cashnelli, communications director for the Franciscan Friars, Province of St. John the Baptist in Cincinnati, said Hendricks was a brother with the Franciscan Friars.

He made temporary vows in 1962, solemn vows in 1965 and in 1986 asked to be released, Cashnelli said. She said she didn’t have a record of why he requested to leave.

Biliran DEO has been scrutinized according to the availability of information in the different areas of processes including the district’s management process, infrastructure development process from planning and design, construction, maintenance, and support processes to financial management, physical resources management, human resources management, information management, and procurement management.

According to DE Adongay, through assessment has led to clearer understanding of what is needed to achieve development goal and has eliminated the “hit and miss” approach often present in government development goal setting,” said DE Adongay.

“These best assessment performance practices when benchmarked properly can yield excellent result which is a less waste in human resources and funding. This has some implications to infrastructure/ service delivery –resources are often wasted in the improper delivery of services to the people.” DE Adongay added.

During the exit meeting, DE Adongay stressed that Management Audit is one of the current practices in assessing performance of the office.

“Through proper performance practices, we are able to pinpoint the best delivery services by the government and reduce or eliminate wastage often found in the delivery of services where no assessment has been undertaken,” DE Adongay said.

Access road connection Villa Caneja – Sitio Kahukaw in support of food and resource-based processing underdway

NAVAL, Biliran – The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) nearly completes the construction of P32.2M access road leading to trades and industries in support of the food and resource-based processing in Sitio Kahukaw.

In partnership with the Department of Trade and Industry (DTI), Biliran DEO is currently implementing the concreting of 3.6-kilometer existing earth road with slope protection structure that will connect Barangay Villa Caneja to Sitio Kahukaw in the same barangay in the town of Naval.

David P. Adongay Jr., District Engineer said that the project was prioritized in order to bring their processed ginger powder, abaca helm, coconut-based products, and atchara to the market center in the progressive town of Naval and to the nearby urban areas.

From a hilly and bumpy road, residents in Sitio Kahukaw will directly benefit the project giving them a safe travel and fast transport of their local products.

Adongay said that thru better roads leading to trades and industries, more locals will be encouraged to do business that will create an additional livelihood and an additional income.

Under the Special Convergence Program of the DPWH and DTI, five project are implemented for the construction/ improvement of access roads leading to trades, industries and economic zones with a total cost of P133.972M. Out of the five projects, two are already completed, while 3 are on-going.

As of November 30, 2018, the construction of access road connecting Villa Caneja to Sitio Kahukaw has an accomplishment of 95%. This project is eyed for completion on December, 2018.

Also up for completion are the construction of P25M access road, Villa Caneja- Anislagan Road connecting to Anislagan Ceramics Producers Association (ACPA) and the P25M National Road Junction (NRJ) Agpangi connecting to Sitio Pongon all in Naval.

Meanwhile, the P30M construction of access road, (NRJ)Villa Consuelo connecting to Libtong Road and P18.9M access road,Caraycaray -Cabungaan-Libtong Road are already completed.

Cainta ‘shootout’ fatality is lawyer’s security aide

MANILA, Philippines — A man who was killed along with a female companion in an alleged shootout with police officers in Cainta, Rizal on Monday turned out to be a security aide of lawyer and senatorial candidate Glenn Chong.

Chong yesterday lambasted the Highway Patrol Group (HPG) and demanded justice for the death of Richard Santillan.

Santillan and his companion were killed in an alleged encounter in Barangay San Andres at around 1 a.m.

The fatalities, along with two other men, were in a Toyota Fortuner (NOF 845) when the HPG officers spotted them along the Eastbank Road in Cambridge Village.

Reports said the vehicle did not have validation sticker and verification showed it was last registered in 2015.

The officers flagged down the Fortuner, but Santillan reportedly stepped on the gas, triggering a chase.

A brief exchange of gunfire ensued and resulted in the death of Santillan and the woman, whose name was not immediately available.

The other suspects managed to escape.

Probers recovered from the Fortuner two handguns, a grenade and three plastic sachets said to contain shabu, according to Chief Inspector Joseph Torcita of the Rizal police scene of the crime office.

Initial reports said the occupants of the Fortuner were suspected members of a robbery group.

Chong denied the report, saying Santillan was in Cainta for a gift-giving activity for impoverished children.

He said he owned the vehicle and it was not stolen.

“The firearms the police recovered do not belong to my aide. He only had one licensed firearm,” Chong said.

Senior Superintendent Jonathan Calixto, HPG-4A director, said the police operation in Cainta was legitimate.

Calixto told The STAR the operation was supported with documents and coordinated with local authorities.

Chong, who was in Naga City during the incident, said he found loopholes in the police report.

He expressed belief the incident was not an “encounter” as what the police claimed.

“I have no enemies except for Comelec and Smartmatic. This is the only angle I can see for this incident. They want to scare me by hurting the people close to me,” Chong said, referring to the Commission on Elections.

Chong had testified in the Senate and House inquiries on the alleged poll fraud allegedly committed during the last elections.

He accused Comelec and Smartmatic officials of involvement in the fraud.
