Naval, Biliran – Tropocal Cyclone Warning Signal Number 1 has been raised in Biliran Island and 12 other areas in the country as Tropical Depression “Amang” heads toward Surigao del Norte Sunday morning, January 20.
Placed under TCWS Number 1 are the provinces of Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Eastern Bohol, as well as northern Cebu in the Visayas, and Agusan del Sur, Agusan del Norte, Surigao del Sur, Surigao del Norte, Dinagat Islands and Camiguin in Mindanao.
As of 7 a.m. Sunday, the eye of Amang was located at 360 kilometers east of Hinatuan, Surigao del Sur, packing maximum winds of 45 kilometers per hour (km/h) near the center and gusts of up to 60 km/h.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Amang was forecast to move west northwest ath 25 km/h.
The tropical depression is expected to make landfall over Surigao del Norte mainland-Siargao Islands between afternoon and evening Sunday, January 20, said Pagasa.

Caibiran, Biliran – The Philippine Drug Enforcement Agency (PDEA) – BPO and Caibiran PNP arrested an alleged pusher during a buy-bust operation in Caibiran on January 20, 2019.
The suspect was identified as Lino Alverio Rosende, 39, Jobless, who was arrested by joint elements of PDEA and Caibiran PNP at 11:55 a.m. in Barangay Palanay,Caibiran, Biliran.
Confiscated during the operation were 2 pieces of transparent plastic sachets of suspected methamphetamine hydrochloride, commonly known as shabu, weighing more or less 0.15 grams, with an estimated value of Php2,000.00.
Rosende is detained at the Caibiran PNP -Holding Cell, pending the filing of the complaint of Republic Act 9165 or Comprehensive Dangerous Drugs Act of 2002. – BiliranIsland.com

Rodrigo Roa Duterte signed into law Republic Act 11167 entitled “An Act Increasing the Bed Capacity of the Biliran Provincial Hospital in Its Proposed Relocation Site in Barangay Larrazabal, Municipality of Naval, Province of Biliran, from Seventy-Five (75) to Two Hundred (200) Beds, and Appropriating Funds Therefor.”

NAVAL, Biliran – RA 11170 renames the Naval State University (NSU) into Biliran Province State University (BiPSU). Dr. Victor C. Canezo, the current NSU OIC University President shall serve as the first and full-fledged and duly appointed President of the University whose term is considered as a transition period for four (4) years for smooth transition as provided by Sec. 3 of RA 11170 amending the provision of Sec. 9 of RA 9718.

Cabucgayan, Biliran – The Cabucgayan Police Station headed by Police Inspector Vic R. Viros conducted a search and seizure warrant for alleged possession of illegal firearms.
Proceso M. Tanguihan, a carpenter, was nabbed in Brgy. Baso virtue of a local police warrant on February 1, 2019.
Recovered from his possessions were: Cal 357 Magnum, Cal .38 Smith & Wesson, 8 mm pistol and several ammunitions.

Cabucgayan, Biliran – Cabucgayan PS led by Police Inspector Vic R. Viros arrested a farmer in a gun related incident in Villa Corro, Brgy . Looc, Cabucgayan.
According to police report, Bonifacio P. Vieron, 67, a farmer, was arrested for allegedly pointing a gun at his fellow man on February 2, 2019.
Recovered from his posessions were a .45 Cal revolver and a loaded magazine. The suspect failed to present any legal documents pertaining to gun ownership.

MAGBANGON, Cabucgayan, Biliran – A Grade 10 student with a standing warrant of arrest for four counts of rape was arrested by Cabucgayan police on Tuesday morning, February 5.
The 19 years old suspect who is a resident of Barangay Magbangon, Cabucgayan, Biliran, was arrested by police officers of the Cabucgayan police station led by PInsp. Vic R. Viros.
The warrant of arrest on Criminal Cases Nos. N-3767 and N-3768 was issued by Hon. Constantino F. Esber, Executive Judge of RTC Branch 16 on January 16, 2019.

NAVAL, Biliran, Feb.7, (BDEO)- The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) informs the travelling public to strictly observe the maximum 15-ton allowable weight limit for vehicles passing Biliran Bridge.
David P. Adongay Jr., District Engineer said that Biliran DEO is conducting a load monitoring checkpoint for all equipment and heavy loading vehicles crossing the bridge for safety precaution.
To prevent deterioration, damage or any danger of collapse of bridge, Adongay said that they have deployed maintenance personnel to guard the bridge 24 hours against overloading heavy vehicles.
Meanwhile, Engr. Glenda G. Dagalea, Chief Maintenance Engineer said that they only allow heavy equipment vehicles to cross Biliran Bridge one at a time to preserve the old structured bridge.
For hauling equipment vehicles, a maximum of 250 bags of cement is allowed to be loaded on a single truck and a maximum of 16 cubic meter for hauling aggregates (sand and gravel).
“More than the allowed capacity, should be unloaded,” said Dagalea.
“We need to protect the bridge but most importantly the lives of the people and the convenience of the travelling public, so I am asking the drivers of heavy vehicles to have discipline and cooperate.” Dagalea added.
The Biliran Bridge is the only access by land of the entire island-province of Biliran to the island of Leyte, and practically, of the entire Philippines. Completed around 1975, this bridge is about 120 meters long at its central span, held in place by an arched steel structure which hovers above a short and narrow channel of water measuring about 100 meters wide at low tide.

Naval, Biliran – The Philippine Drug Enforcement Agency (PDEA RO8-BPO) in Biliran Province confiscated 4 sachets of suspected shabu in a buy- bust operation in Barangay Sto. Niño, Naval, Biliran.
Sergio C. Baco aka “Malou”, 46, single, was arrested for peddling suspected shabu.
Seized from him were P500 peso bill as marked money.
The suspect will be charged for violations of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of Republic Act 9165 known as the Comprehensive Dangerous Drugs Act of 2002.
NAVAL, Biliran — The chief of the engineering district office in Biliran said the construction of the new Caray-Caray Bridge will start this year.
“Once the 2019 General Appropriations Act will be approved by President Duterte, the construction of the Caray-Caray Bridge will immediately start,” District Engineer David P. Adongay, Jr., said during the PIA Biliran’s “Panginsayod” at his office Wednesday, January 30.
Adongay said the project had already been bid-out at the DPWH Regional Office in December 2018, and the winning bidder that will undertake the project was already identified.
He further said around P80 million was allocated for the first year of implementation of the multi-year project. The total project cost for the construction of the bridge is around P180 million.
“If the construction will start this year, it is expected that the project will be finished in two to three years time as the project contractor is only given one year and six months based on the new DPWH standard to finish the first phase in the construction of the project classified as big ticket project,” he said.
The new four-lane bridge, which measures 100 meters in length, will be more elevated compared to the existing damaged bridge, Adongay described as to how the Caray-Caray Bridge will look like after its completion. (LDL/RSV/PIA-8 Biliran)
NAVAL, Biliran, Feb. 7 (PIA) — The chief of the Biliran Police Provincial Office (BPPO) has told the public to cooperate in the checkpoints randomly conducted in the province of Biliran.
“The Philippine National Police (PNP) in coordination with the Commission on Elections (Comelec), has started conducting checkpoints at the start of the election period on Jan. 13, as one of the security measures to ensure an orderly and peaceful May 13, 2019 mid-term polls,” PSSupt. Julius M. Coyme, BPPO Provincial Director, said in an interview at the PIA Biliran’s Pulong-Pulong ng Bayan at Radyo Natin-Naval on Jan. 28.
Coyme assured the public that the PNP personnel manning the checkpoints shall adhere and observe the rules in the conduct of their duties such as wearing proper uniform, well-lighted checkpoint area, observing plain view doctrine at all times and courtesy.
He appealed to the public to cooperate with the assigned PNP personnel at the checkpoint area who will ask favor like switching-on the light inside the vehicle to have a clear view inside, opening of car window and in other parts of the vehicle whenever necessary.
He told the public not to be afraid of the police officers manning at the checkpoint as they are trained in the conduct of their duties.
Coyme further told the public to report to their office any wrongdoings or violations committed by police officers manning the checkpoint for appropriate action.
“We really need the cooperation and understanding of the public in the conduct of checkpoint,” Coyme said, adding that this will run until June 22, the last day of the election period. (LDL/RSV/PIA-8 Biliran)

This was the pronouncement of the Department of the Interior and Local Government (DILG) Undersecretary Marivel C. Sacendoncillo, as she recognized the accomplishments of the best performing Local Government Units (LGUs) in Eastern Visayas during the Regional Awards Ceremony of the 2018 Local Legislative Award at Robinsons Summit Hotel, Tacloban City on February 7.
“The LGUs should not only look at the needs of the people but also search for opportunities that they can maximize to pursue development in their respective communities,” Sacendoncillo added.
She told the sanggunian members to be serious in the jobs that they entered into because the people will not remember them by just being honorable but by the things that they were able to do to contribute to the betterment of their communities.
In the categories of Highly Urbanized Cities and Independent Component Cities, the Cities of Tacloban and Ormoc emerged as the regional winners, respectively. Both cities were lone entries in their respective categories.
Baybay City made it as the regional champion in the Component Cities Category followed by the Cities of Catbalogan and Borongan which were both regional finalists.
In the 1st-3rd Class Municipalities Category, Basey, Samar notched the top spot while Sogod, Southern Leyte and Naval, Biliran were recognized as runners-up.
Furthermore, Balangiga, Eastern Samar took the lead in the 4th-6th Class Municipalities Category. Following the winner were the municipalities of San Isidro, Leyte; San Juan, Southern Leyte; Cabucgayan, Biliran; and Motiong, Samar (regional finalists).
The LGUs were assessed by the Regional Award Committee (RAC) which is headed by the DILG Regional Director with the Philippine Councilors League (PCL) Regional Council Chairman as the Vice-Chairman. Members of the committee also include the Regional Directors of the Department of Agriculture (DA), the Department of Social Welfare and Development (DSWD), the Department of Budget and Management (DBM), the Department of Environment and Natural Resources (DENR), and a Philippine Chamber of Commerce and Industry (PCCI) representative.
The RAC evaluated the finalists through the Awards Criteria totalling 100 points: (a) Responsiveness of the Legislative Agenda (30 points); (b) Availability of Legislative Documents (18 points); (c) Effectiveness of Performance of the Sanggunian (30 points); (d) Efficiency of the Performance of the Sanggunian (13 points); (e) Legislative Citations and Awards (5 points); and (f) Capacity Development for Legislators and Staff (4 points).
“The regional winners will now vie for the national legislative award. The National Award Committee (NAC) will be coming in the region and reevaluate the nomination,” PCL Regional Council Chairman Wilson Uy said in his closing remarks.
Usec Sacendoncillo, OIC – Assistant Regional Director Valente P. Bajet and PCL Regional Council Chairman Uy awarded a plaque of commendation and a cash award worth P10,000 to the regional champions in every category.
Approximately 300 participants from different LGUs, government agencies, and the DILG regional and field offices attended the said event.

UPDATED February 13, 2018 1 PM. Kawayan Mayor Rodolfo J. Espina, Sr., issued Executive Order No. 03 dated February 13, 2019, declaring dengue outbreak in his municipality. Based on the EO, there were 81 dengue cases recorded, treated, and were continually increasing as of yesterday, Tuesday, February 12.
The following barangays are affected with the reported dengue cases:
TACLOBAN CITY – The local government of Kawayan town in Biliran has declared a dengue outbreak.
According to the Executive Order No. 3 issued by Kawayan Mayor Rodolfo Espina Jr., the municipality has recorded 81 dengue cases as of Wednesday afternoon.
Of the total number of cases, 56 recovered, 7 were admitted in Biliran Provincial Hospital, 15 confined at the Rural Health Unit, 1 is under observation, 1 refused admission, and 1 reported death.
A 5-year old boy from Barangay Tucdao has died from dengue.
Barangay Mapuyo has the most number of dengue cases at 42, followed by Tucdao with 12, and Kansanoc, 8.
Other barangays with reported dengue cases are Burabod and Ungale with 6 cases; Madao, 3; and 1 case each for Balacson, Balite, Poblacion, and Villacornejo.
TACLOBAN CITY — The Department of Tourism (DOT) is eyeing to accredit six more farm tourism sites in Eastern Visayas this year to provide a better life to farmers in this predominantly agriculture region.
The target will bring the number to nine accredited sites in the region by the end of the year or a 200 percent increase from 2018 figure, said DOT Eastern Visayas Regional Director Karina Rosa Tiopes.
Currently, there are only three accredited farm tourism destinations in the region – Softea Garden in Biliran, Biliran; Canaan Hills Farm and Honey Garden in Caibiran, Biliran; and Villaconzoilo Farm in Jaro, Leyte.
Prospective farm tourism sites should be in safe and in peaceful locations with roads, electricity, water; have sufficient facilities and amenities such as reception center, parking space, dining or multipurpose area, souvenir shops, accommodation and restaurants; and have trained tour guides.
“We would like to identify diverse farms so that they will not be in competition with each other. We want at least one well-developed, market-ready farm tourism sites. We’ll try to find places in the region with marine agriculture parks, a large track of coconut plantation, vegetable production area, dairy farms. Among others,” Tiopes told reporters on Thursday.
Earlier, the tourism department and the Agriculture Training Institute have identified 58 farms as potential agriculture tourism sites. These farms produce rice, dairy, coconut, aquaculture, and high-value fruits and vegetables.
“The presence of these farm sites puts the region in a good position to develop distinct and complementing farm experiences, that can be more interesting because of unique and even heart-warming stories of the farm owners themselves,” Tiopes explained.
The official said farm tourism opens up the possibilities for diversification of income for small-scale farmers while promoting sustainable agricultural systems and community involvement and participation.
The tourism department has been gathering farm owners and other stakeholders to come up with a strategic action plan that will guide them on how to develop farm tourism in the region.
“We assist them in product development, identify potential activities given the terrain, main resources, and organizational set-up that they have,” she added.
The government enacted Republic Act No. 10816 or the Farm Tourism Development Act on May 23, 2016, recognizing the value of farming in food production and providing income.
The law defines farm tourism as a practice of attracting visitors and tourists to farm areas for production, educational, recreational, purposes – which involves any agricultural or fishery-based operation or activity, and may also provide a venue for outdoor recreation and accessible family outings.
The tourism department launched the “It’s More Fun in Philippine Farms” program on Oct. 23 recognizing that “a day in the farm is both relaxing and educational.”
Eastern Visayas region is a predominantly farming area where 45 percent or 976,415 hectares of its total land area is devoted to agriculture.
Of its agricultural lands, 70 percent is planted to coconut and 20 percent is planted to rice and corn. The rest is planted to other crops, used to raise livestock and poultry, or inland fishery products. (PNA)
NAVAL, Biliran — With the shortage of human anti-rabies vaccine in Biliran province, no less than the top official of the provincial health office in Biliran province has called on Biliranons to practice responsible pet ownership.
In his letter to Governor Gerardo Espina, Jr., Dr. Edgar T. Veloso, Provincial Health Officer of the Biliran Provincial Health Office (BPHO) informed that the center can no longer provide post-exposure prophylaxis to animal bite victims due to the lack of human anti-rabies vaccines at the Provincial Animal Bite Treatment Center (ABTC) at the Biliran Provincial Hospital.
He instead enumerated in his letter the ideals of practicing responsible pet ownership to somehow prevent rabies by keeping dogs on leash or in cages, giving them annual rabies vaccination, maintaining clean household compound, reporting any unusual dog behaviour observed, and report all animal bite cases at the nearest health facility.
Kristinna Marie Escosis, BPHO rabies program coordinator, however informed lately, that new vaccines that are approved by the Food and Drug Administration (FDA) are available in the market but in limited circulation amid the global scarcity of World Health Organization (WHO) prequalified vaccines.
“Starting this month of Feb., animal bite victims in the province were already referred to ABTCs in Tacloban and Ormoc for their anti-rabies vaccine shots where some victims reported to have secured their vaccines from big pharmacies only,” Escosis added.
Dr. Suzette B. Apura, provincial veterinarian, told in an emergency meeting of the Biliran Provincial Rabies Prevention and Control Council (PRPCC) meeting on Feb. 7, to plan for activities and devise strategies to effectively prevent occurrence of animal bites, especially on dog bites amidst scarcity of supply of human anti-rabies vaccine.
The council also urged municipal and barangay officials to strictly implement local ordinances in relation to RA 9482 or the Anti-Rabies Act to regain its grandeur of being a Rabies-Free Biliran Province.
Biliran Province was declared rabies-free from 2012 until early part of 2016 until a positive canine rabies was recorded in September 2016. (LDL/MMP/PIA-8 Biliran)
