LNU, PIT, VSU dominate ongoing 2019 Regional SCUAA games

NAVAL, Biliran – The Biliran Province State University (BiPSU) Pillar Publication published the partial and unofficial medal tally of the 2019 Regional State Colleges and Universities Athletic Association (SCUAA) with Leyte Normal University (LNU), Palompon Institute of Technology (PIT), and Visayas State University (VSU) dominating the games.

The medal tally, as of yesterday, the second day of the sports competitions, shows LNU garnered 40 gold, 26 silver, and 5 bronze or a total of 71 medals.

PIT follows with 21 gold, 15 silver, and 20 bronze or a total of 56 medals.

VSU is in the third lead with 16 gold, 26 silver, and 11 bronze or a total of 53 medals.

Medal tally for the rest of the delegations are as follows: Eastern Samar State University (ESSU) – 30, Eastern Visayas State University (EVSU) – 21, Northwest Samar State University (NwSSU) – 17, Southern Leyte State University (SLSU) – 14, University of Eastern Philippines (UEP) – 11, Biliran Province State University (BiPSU) – 6, Samar State University (SSU) – 6, and University of the Philippines (UP) – 5.

These young Visayan athletes have to stage their prowess and dexterity in archery, arnis, athletics, badminton, baseball, basketball, beach volleyball, billiards, chess, dance sports, football, futsal, karatedo, lawn tennis, sepak takraw, softball, swimming, table tennis, taekwondo, and volleyball.

The 2019 Regional SCUAA is represented by some 3,511 delegates from the 11 state universities and colleges (SUCs) in Eastern Visayas region competing around the theme, “SUC 8: Advancing Partnership for Sustainability through Sports.” (mlt/PIA8 Biliran)

TESDA Biliran provincial training center starts Masonry NC I

NAVAL, Biliran, December 11 (PIA) – The TESDA Biliran Provincial Training Center started on Wednesday, December 11, the Training Induction Program for Masonry NC I. The TESDA Biliran Provincial Training Center, which is a barangay day care center before, is located at the Biliran Provincial Capitol Compound in Calumpang, Naval, Biliran.

“This is a way of bringing the government services nearer to the people,” Imelda C. Malatbalat, acting TESDA Biliran provincial director said in her message during the training induction program.

She also told to some 25 trainees of the Masonry NC I to maximize their stay at the training center and avail of other training services to be offered by TESDA for the furtherance of their productivity. The Masonry NC I is a 16 -day training where the trainees will receive P60 per day within the duration of the training , free training cost and assessment and free entrepreneurship training.

She also made special mention the support of Biliran Governor Rogelio J. Espina and to Lino R. Severino, vocational school administrator III of the TESDA-CNSAT in the realization of the establishment of the provincial training center being worked out as early as April this year.

“Huwag sayangin ang pagkakataon” (Do not waste the time), said Gretchen Stephanie M. Espina, the chief of staff of the provincial governor’s office who represented the governor in the program.

She also urged them to “spread the word” about the program for other Biliranons to avail the services offered at the TESDA provincial training center.

Severino, on the other hand, said that this is just a start of more training programs that will be implemented at the TESDA provincial training center to be collaborated by TESDA-CNSAT and the TESDA Biliran provincial office.

He vowed to bring some of the training services offered by TESDA-CNSAT and conduct it at the TESDA provincial training center. He announced that Driving NC II will also be conducted at the TESDA Biliran Provincial Training Center by 2020. (RSV/ PIA Biliran)

P132.7M ASPHALT OVERLAY PROJECT COMPLETED IN BILIRAN

The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) completes two asphalt overlay projects amounting to P132.7M

David P. Adongay Jr., District Engineer said that asphalt overlays were implemented along the 2.2-kilometer road at Brgy. Canila in Biliran town along Biliran Circumferential Road (BCR) and at 2.6-kilometer road at Brgy. Lucsoon in Naval town along Naval-Caibiran Cross Country Road (NCCCR).

According to Adongay, the project entails the application of asphalt overlay on an existing concrete pavement with a width of 12.20 meters and a thickness of 50 mm. Rehabilitation of damaged concrete pavement was also included in the project.

Along BCR, Brgy. Canila, a damaged concrete pavement was improved with a length of 0.121-kilometer and 0.117-kilometer length along NCCCR, Brgy. Lucsoon, both with a width of 3.05 meters and a thickness of 0.28 m.

“The existing concrete roads paved many years ago already show signs of minor defects and when left unattended might deteriorate further,” Adongay said.

The preventive maintenance project is designed to prevent further deterioration of the existing concrete pavement subjected to wear and tear of heavy equipment and vehicles.

“This project will earn the government savings in rehabilitating damaged pavement in the future,” he added.

The completed project will provide a smooth riding surface for the traveling public as well as provide convenience in transporting agricultural and aquatic products to market centers. These roads also lead to the only Provincial Hospital and to the Port of Naval.

DPWH-BILIRAN DEO GEARS FOR TWO-STAR MATERIALS TESTING LABORATORY

The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) gears for a two-star materials testing laboratory to further enhance its quality testing services.

David P. Adongay Jr., District Engineer said that they are slowly complying with all the requirements needed to qualify for a two-star rating, starting with the renovation of its laboratory testing building.

“At present, the Quality Assurance Section (QAS) laboratory testing is being renovated in order to expand its total floor area which is one of the requirements needed to be complied to qualify for a two-star materials testing laboratory,” said Adongay.

The said project was allocated with a budget of P 470,901.18 under contract with W.B. Alagao Construction.

“The renovation will also enable the district to procure additional testing equipment because of the additional area where the procured equipments can be stored. The increase in number of equipments will result to the increase of test being offered within the district,” he added.

Engr. Ronald Sebios, Project Engineer reported that the project is on-going with 80% accomplishment as of November 30, 2019. It has a target completion date of December 22, 2019.

The system classifies testing laboratories into One-Star, Two-Star or Three-Star categories based on the following criteria: Availability of testing equipment and apparatus, Competence/Accreditation of Personnel, Observance of health and safety standards, Working area of the laboratory, Calibration of apparatus/equipment and Third-party certification

On May 29, 2018, the DPWH QAS-Biliran DEO was given a Star Rating Certification for having satisfactorily complied with the provisions of Department Order No. 126, Series of 2016 Amendment to D.O. No. 11 Series of 2013 “Star Rating of DPWH Regional and District Materials Testing Laboratories” thereby classifying and categorizing it as a one-star materials testing laboratory.

The QAS of DPWH – Biliran DEO is responsible for conducting various test of construction materials to ascertain that all materials incorporated into the work meet the minimum requirement by the DPWH.

Biliran Gov’s eldest son and wife distribute goods to indigent children

Almeria, Biliran— Sitio Palayan in Brgy. Caucab is the farthest barangay of Almeria town, where the livelihood of most residents is farming. It is about 3.5 kilometers from the town proper and habal-habal is the only mode of transportation in going to the place.

But this distance, however, did not prevent the couple Gerry Victor M. Espina and wife JDee, eldest son of Biliran Gov. Rogelio J. Espina, to visit the place and come up with charity works not only for Christmas celebration but for their upcoming birthdays also, which falls on Dec 27 for Gerry Victor and Dec 29 for JDee. The couple distributed goods and spent a day with the residents in the community, together with their son JM.

To give full happiness to the children, Gerry Victor or Gerryvic or Don G, as commonly called by friends, gave to the children his collection of Marvel Character toys, which he has been keeping since his childhood. The prices of the items are quite high as only those with enough living and well to do family could buy. Prices of these toys before were pegged between P1, 300 to P1, 500. But since Don G and his wife Inday, as commonly called by friends, want to give complete happiness to the children in the community this Christmas, they decided to give toys to all lucky children in the community.

Aside from giving toys to the children in the community, they also distributed vitamins, milk and dental kits.

According to JDee, they decided to celebrate their birthdays this year in the selected barangay by doing charity work in the said place. She was so thankful to the response of the people and the assistance of the school head, teachers, security group, and Brgy officials for the successful children’s party as they extended so much joy to them.

The Children’s Party allowed the children to eat healthy foods and unlimited Juice, Fishball and Cotton Candy which were all serve in a Carts, Ice drop/ Popsicles also were provided including Pancit and Sandwiches.

Aside from the dental kits and vitamins they couple also distributed Slippers, Clothes and Shoes to all children in the community. A Magic Show, Free Haircut and Free Blood Pressure testing also add more fun to the celebration.

Don G said that the teachers have only 67 children enrolled in the school, but they distributed goodies to more than 100 children because they cannot accept that some of them will go home empty handed.

This is not the first time that the couple extended charity works to selected areas in the province, and this will not end until they continue to receive blessings from the Lord and they will also extend some of their blessing to the people – BiliranIsland.com

The weather disturbance was spotted 790 km northeast of of Hinatuan, Surigao Del Sur as of 10 a.m.

It was packing maximum sustained winds of up to 65 kilometers per hour and gustiness of up to 80kph.

NAVAl, Biliran – Tropical storm Ursula (Phanfone) is expected to lash the central Philippines and nearby areas with heavy rains on Christmas Eve, PAGASA said Monday, as it raised wind-warning signals over dozens of areas.

The country’s 21st and potentially last storm this year was 505 km East of Guiuan, Eastern Samar at 4 p.m., packing maximum sustained winds of 85 kilometers per hour (kph) and 105 kph gusts, said PAGASA.

Ursula could strengthen into a severe tropical storm with at least 89 kph top sustained winds before it makes landfall over Eastern Visayas on Christmas Eve, Tuesday, in the afternoon or evening, warned the weather agency.

Residents in all these areas should be on the lookout for potential floods and landslides, said PAGASA.

PAGASA raised storm warning signal 2 in Eastern Samar, Samar, Leyte, and Biliran where damaging winds are expected on Tuesday afternoon.

The agency also raised storm warning signal 1 over dozens of areas where strong winds could damage nipa huts, uproot banana trees and leave “significant damage” to crops. These include the following:

Ursula now a typhoon; Signal Number 3 over Biliran Island

NAVAL, Biliran – Ursula (Phanfone) has intensified into a typhoon ahead of its expected landfall over the Borongan-Guiuan area between 4 p.m. and 6 p.m. on Tuesday, Christmas Eve, state weather bureau PAGASA said.

In its 2 p.m. bulletin, PAGASA said storm signals remained hoisted over more than 40 areas across the country.

At 2 p.m. today, Typhoon Ursula was located at 11.1’N; 126.3’E or 64.3 kilometers East of Guiuan, Eastern Samar.

NAVAL, Biliran – The province of Biliran is placed under a state of calamity following the onslaught of Typhoon “Ursula” (Phanfone) on the eve of Christmas Day.

Ursula left one dead, farmlands damaged and hundreds of families homeless in its trail.

Biliran is the lone casualty related to Typhoon Ursula in Cabucgayan, Biliran.

Typhoon Ursula made a landfall in Cabucgayan, Biliran at around 9:15 p.m of December 24.

BILECO says 5 of 7 Biliran towns already energized

NAVAL, Biliran – Biliran Electric Cooperative General Manager Engr. Gerardo N. Oledan, disclosed that five out of the seven towns in Biliran Province have been energized.

These are Biliran, Naval, Cabucgayan, Almeria and Caibiran.

However, he clarified that the energization were only in the town proper of the aforementioned towns, including some of their barangays where damages to electrical posts and lines were just minimal and were already fixed.

He said that the Bileco linemen and other technical personnel will continue power restoration works to still unenergized towns of Kawayan and Culaba, including the barangays of the five energized towns.

He also called for the understanding and patience of the member-owner-consumers (MCOs) whose residences at this point in time have not yet been energized.

Like in past major weather disturbances affecting the delivery of power services in the entire area coverage, the BILECO management gave the assurance to do the fastest and best way possible, without compromising the safety of the MCOs, and the general public, Oledan emphasized. (rsv/PIA Biliran)

Bleak New Year for 4,000 families in typhoon-ravaged Biliran

CAIBIRAN, Biliran – It’s going to be a bleak New Year’s celebration to some 4,000 families here whose houses were washed out by storm surge and damaged by the pounding winds and heavy rains brought by Typhoon ‘Ursula’ on Christmas eve.

Some locals made makeshift houses from the debris in order to have temporary shelter.

Allan Almen, 56, a father of 10 from Brgy. Victory was trying to remove nails from the wood of his nephew’s house washed out by a 4-meter storm surge.

Brgy. Victory was one of the worst-hit when ‘Ursula’ landed in its adjacent town of Cabucgayan. Based on the local government unit’s initial assessment, about 622 houses were partially damaged, while 130 were totally damaged. Some sitios remain isolated because of a damaged footbridge.

Almen said he will use whatever he could salvage so he could make a temporary shelter for his children.

He earns around P100 daily from fishing and now that his boat was also destroyed, he said, that it would be difficult for him to feed his family because they consume at least a ganta of rice a day.

According to him, despite having 10 children, they were not able to avail themselves of a unit in the Yolanda housing project of the National Housing Authority (NHA).

“Kung nabigyan sana kami ng pabahay hindi namin mararanasan ang mabagyo dito,” he lamented.

Mayor Rhodessa Delante Revita said they have initially recorded P38 million worth of damaged houses in coastal areas and upstream villages.

They have an initial report of 3,300 partially damaged and over 500 totally damaged houses in Brgys. Victory, Palengke, Asug, Binohangan, and Uson.

“The problem is that there are Yolanda victims who failed to receive housing units and they are staying in our evacuation centers in the meantime. We are still arranging that they be allowed to occupy empty units in the NHA’s Yolanda housing project,” Revita said.

Noel Beltran, 46, said they were able to avail a housing unit but was also damaged by the typhoon. They settled with a makeshift house where their old house stood and placed a mat on the sand for his family of six to sleep on.

He said that they just try to fit themselves in the mat sardines when they feel sleepy.

“Wala kaming nasalba dahil lumikas lang kami sa munisipyo noong mataas na ang tubig. Tiis-tiis lang muna ngayon dahil wala naman kaming magagawa. Nasira ang bangka namin. Ayaw kong humiwalay sa dagat dahil nandito ang kabuhayan namin. Dito na lang kami maski ganito ang kalagayan namin ngayon,” he said.

He said that it was the first time that they have experienced such wrath by a typhoon. Their house was not even damaged by Yolanda in 2013.

“Makabili lang sana kami ng sliced bread para may mapagsalu-saluhan kaming mag-anak,” he said when asked about their plans for the New Year’s celebration.

Ambrosio Corpin, 63, a father of 7 was emotional as he shared that his 6 fishing boats, 4 pigs, and 2 houses were destroyed by the typhoon. He said he is having chest pains and difficulty in breathing since the typhoon happened.

Corpin said he invested everything he had in those houses and fishing boats. He was, at least, thankful that no one in his family was hurt.

He now lives with one of his children in a small house in the town proper. Like most of the typhoon victims, Corpin hopes to be able to rebuild in Brgy. Victory. He is not keen about moving to Manila to be with his wife and other children.

“Humihingi ako ng tulong sa kung sino man ang makakarinig sa amin. Dito lang ako sa Caibiran. Gusto sana namin maibalik ang bahay namin at ikinabubuhay,” he said.

If there is a lesson that they have learned from the typhoon, he said that they would evacuate as soon as there in an advice of an impending storm.

He recalled that the water was already knee-deep when they decided to run to the town proper. There were flying and falling debris around and they just used helmets for safety.

Mayor Revita said they have already declared a State of Calamity in their town with P18 million damage on infrastructure and P28 million on agriculture and fisheries recorded.

“We really need help here in Caibiran because our quick response fund is not enough. We still have relief goods left after ‘Tisoy’ but we still need to purchase more,” she appeals.

She also called on the Bureau of Fisheries and Aquatic Resources to help the fishermen who lost their boats because fishing is their main source of livelihood.

“May isang Tatay na lumapit sa akin ang sabi maski hindi muna sila mabigyan ng pabahay ang importante makabalik sila sa pangingisda para may maipakain sila sa mga anak nila. Sana matulungan talaga kami,” she said.

She also urged her constituents not lose hope because their officials and the provincial government of Biliran are doing their best to help them.

Naval, Biliran— A drug surrenderee spent his Christmas at jail after he was arrested by operatives of Station Drug Enforcement Team of the local police here during a buy bust operation about 5:15 in the afternoon on Friday (Dec 20) at Brgy. PI Garcia, here.

SDET Chief Police Captain Romeo Sudario identified the suspect as Jose Marie Delima y Piamonte, legal age, married, watchman and a resident of Bliss, Calumpang here.

Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by a poseur buyer cop in the amount of P500. During body search the searching policeman recovered 4 more sachets containing the same white crystalline substance suspected to be shabu with an estimated street value of P2000. Further search resulted to the recovery of P500 bill with serial number M324072 which is the marked money used in the operation.

The suspect denied owning the illegal substance recovered by the police from him. But the police said they have report information about the suspect returning back to selling the illegal drugs.

Charges of Violation of Sec. 5 (Selling illegal drugs) and Sec 11 (Possession of illegal drugs) of Art. II of RA 9165 the Comprehensive Law against Illegal Drugs of 2002 is being readied by the arresting officers to the suspect who is temporarily languishing at the detention cell of Naval Police Station before he will be committed to the Provincial Jail.

Better roads in Biliran

THE rehabilitation of two major roads in the island province of Biliran have been completed, the Department of Public Works and Highways (DPWH) reported on Monday. The two projects, with a combined cost of P130 million, were the 5.276-kilometer (km) damaged segment of the Naval-Caibiran Cross Country road in Naval, the provincial capital, and the 4.4-km segment of the Biliran Circumferential Road. “We are hopeful that these road improvements will not only improve access to Biliran Provincial Hospital and Naval Port but also boost economic activity in the agriculturally-rich province,” DPWH Secretary Mark A. Villar said in a statement.

CAIBIRAN, Biliran – An alleged security personnel of a local politician was arrested Wednesday, January 8, for violation of illegal possession of firearms and ammunitions.

Felix Nartea Monsales aka Igong was arrested at around 10AM by personnel of the Caibiran Police Station in Sitio St. Joseph, Cabibihan, Caibiran, Biliran.

Monsales was arrested by virtue of Search Warrant No. 20-15 issued by RTC Branch 37 Presiding Judge Conatantino F. Esber on January 7, 2020 for violation of Sec
28 (a) of RA 10591 (Illegal Possession of Firearms and Ammunitions).

Recovered from Monsales during the arrest are the following: 1 (one) pc. Caliber 45 pistol, 2 (two) pcs Caliber 45 magazines, 10 (ten) pcs Caliber 45 live ammunitions, 1 (one) pc shotgun firearm, 1(one) pc shotgun magazine, 2(two) pcs shotgun live ammunitions, 10(ten) pcs shotgun empty cartridge cases, 1(one) pc rifle 16(sixteen) pcs 7.62 mm live ammunitions, and 1(one) pc Caliber 38 revolver.

Monsales admitted in an interview after his arrest this morning, that the alleged goons nabbed by Culaba police in a checkpoint in Barangay Bool West on May 8, 2019 in possession of several firearms, bladed weapons and ammunitions, were also allegedly personnel of the local politician he served.

MARVEL, Culaba, Biliran – A resident of this town was also arrested early morning Wednesday, January 8, again for illegal possession of firearms and ammunitions.

Rolando Devio Calulang, was nabbed by personnel of Culaba Municipal Police Station at around 6:50 in Brgy. Marvel, Culaba, Biliran.

The arrest was made by virtue of a Search Warrant No. 20-16 issued by RTC Branch 37 Presiding Judge Constantino F. Esber for violation of Sec

PCSO helps 5 typhoon-hit Eastern Visayas areas

TACLOBAN CITY –– The Philippine Charity Sweepstakes Office (PCSO) has extended financial assistance to five localities which were hit by Typhoons “Tisoy” and “Ursula” last December.

PCSO Board Member Sandra Cam gave the checks amounting to a total of P15 million to the officials of Northern Samar, Eastern Samar, Samar, Biliran, and Tacloban City last January 3.

Northern Samar received P5 million while the provinces of Eastern Samar and Samar each received P3 million.

Farmer, plumber yield high-powered firearms in Biliran

A FARMER and a plumber were arrested in two separate towns Wednesday, January 8, due to illegal possession of firearms and ammunition in Biliran Island.

The first suspect was identified as Felipe Nartea, 52, married, farmer, a resident of Barangay Cabibihan in Caibiran town.

Siezed from his residence were one caliber .45 pistol, a shotgun with one magazine, a caliber .38 revolver, an improvised rifle loaded with 7.62 mm ammunition, and assorted ammunition.

A plumber employed at the Culaba Water District and identified as Rolando Devio Calulang was also arrested around 6:50 a.m. Wednesday in Barangay Marvel, Culaba.

Seized from him were a long barrel home-made shotgun with three home-made assembly, a home-made handle for home-made shotgun, a machine pistol Ingram MII caliber 9mm, one magazine assembly for Ingram MII caliber 9mm, 37 rounds of unfired cartridges, one damaged caliber .38 revolver, a serviceable caliber .38 revolver, six rounds of 357 unfired cartridges, 19 rounds of 5.56 unfired cartridges, and two short double bladed weapons. Van passengers in Eastern Visayas to pay add’l P2/km

TACLOBAN CITY –– Passengers of public utility vans (PUVs) in Eastern Visayas are to shell out an additional P2 per kilometer from their point of origin to their destination starting this week.
This after the regional office of the Land Transportation Franchising and Regulatory Board (LTFRB-8) agreed to the petition of PUV owners to restore the P2-per km added fare that was supposed to be imposed in 2007.

LTFRB Regional Director Gualberto Gualberto said it is not right to say that there would be an increase in fare rate for PUVs plying different routes in the region.

“It is not a fare rate increase but just to restore the P2- per km rate under Resolution 2007-007, meaning it was intended for 2007. But it was not fully enforced because sometime in 2009, there was a petition from transport owners not to implement but just to decrease it to just P1.40,” he said.

But on March 14, 2019, the same transport groups sought the restoration of the P2-per km rate citing increases in the prices of gasoline and spare parts.
The LTFRB regional director said it was just right to restore the rate as it is only Eastern Visayas which did not follow it.

“We understand the grievances of the transport operators because of the series of oil price hikes and high cost of spare parts,” Gualberto said.
The additional P2-per km fare rate took effect this week, surprising some passengers.

Gualberto stressed that the new fare rate would involve only PUVs and not buses or jeepneys, adding that a fare matrix must be placed prominently inside the van showing the fare rate.
Otherwise, he said, the operators and the drivers would not be allowed to impose the P2-per km fare rate.
He also said that operators and drivers should strictly follow the mandatory discounts for senior citizens, students, and persons with disabilities.
